Effective Implementation of MARPOL in Ghana’s Ports
Improving Port Reception Facilities and Services for Ship-Generated Wastes.

Background:
Ghana Ports & Harbours Authority is known to have since the year 2004 complied with and committed itself to the MARPOL Convention by establishing the provision of Port Reception Facilities and services, particularly for Annex I, IV and V wastes, through concession arrangements with private sector operators. This has been ensuring that ships calling Ghana’s ports are able to legally dispose of their wastes ashore rather than illegally discharging them
into the marine environment.

Considering the provision of PRFs as an endeavour under the implementation of an international marine environmental agreement, its operators in Ghana’s ports, like elsewhere, require to have a good understanding of the MARPOL Convention and associated requirements for providing PRFs. Additionally, they need continuous updating of knowledge on contemporary global developments and best practices as well as acquiring the appropriate skills set in order to build adequate capacity for their efficient performance and operations.
This will also inure to the benefit of GPHA as it will contribute to its sustainable development.

It is in this regard that Ports Environmental Network-Africa (PENAf) is seeking to organise a three-day workshop for GPHA’s PRF operators with the objective of supporting their human capital development to improve their operations and services.

Expected Output:
Participants will be able to gain an adequate understanding of MARPOL and PRF regulatory framework and effective implementation with insight into contemporary trends for compliance, enforcement, and efficient operationalisation. They will also be able to appreciate the need for information sharing and collaboration and cooperation. Additionally,
participants will be enabled to prioritise their common challenges, identify drivers and constraints to their efficient performance and develop an own action plan with pragmatic strategies and actions for overcoming their common challenges while improving their operational efficiency.

Participant Expectation:

Presentations and workshop session will be interactive. Participants will therefore be expected to actively engage in sharing their experiences, practices, challenges, and opportunities. They will be expected to collect and put together information on their particular challenges, opportunities and management approaches. Participants will at the end of the Workshop be expected to produce a common workable action plan for adapting and implementing knowledge gained during the three days.

As a follow-up to this Workshop, a MARPOL Study Visit to The Netherlands will be organised in September 2022 for participants to have a first-hand exposure to MARPOL/PRF implementation in practice within an European context.

Competent local, regional and international persons with requisite exposure, practical experience, repute and capacity in the Workshop’s theme.
